Other Virginia laws that may matter
- Consumer protection law: Virginia Consumer Protection Act of 1977 (Va. Code section 59.1-196 et seq. (prohibited practices section 59.1-200)). It applies to businesses generally, not to chatbots specifically; whether it reaches a particular chatbot practice is a legal question.
- Consumer privacy law: Virginia Consumer Data Protection Act (Va. Code section 59.1-575 et seq.). It sets rules for personal data, which can include what people type into a chatbot, for businesses that meet its thresholds.
The 2027 legislative session
The Virginia Legislature convenes on January 13, 2027. New chatbot bills will be added to our 2027 tracker as they are filed.
What still applies
Without a state chatbot law, companies serving Virginia residents may still face other states' laws when they serve users there, general consumer protection law and federal rules. Congress is considering 13 chatbot bills; see federal bills.
